Request for Information and Sources Sought Centralized Area Video Surveillance System (CAVSS) Video Management System to support the Border Security Deployment Program (BSDP) PART 1: TITLE: Centralized Area Video Surveillance System (CAVSS) Video Management System (VMS) for the Border Security Deployment Program (BSDP) PART 2: PURPOSE: This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only. This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this public posting is to give contractors the opportunity to comment on the U.S. Customs and Border Protection (CBP), Border Security Deployment Program (BSDP), Centralized Area Surveillance System (CAVSS) requirements for a VMS to replace the current end-of-life ViconNet VMS. PART 3: OBJECTIVE: To create a list of qualified contracting concerns that can provide a VMS to sustain the CBP BSDP/CAVSS deployments described in Part 4, below. Support and services of CAVSS is required at CBP’s land ports of entry, select airports, seaports and U.S. Border Patrol locations. The VMS must meet the following Security requirements to be considered: Security FIPS 140-2 compliant PIV compliant / Single Sign-On Authentication capable Active Directory Support Dual authentication for a secure system login Dual-end SSL/TLS certificate-based encryption between recording servers and all other system components HTTPS communication for bidirectional encryption of communication from the recording servers Audit Logging capability Advanced role management for close monitoring of access rights and efficient management of multi-user installations. Digital signing and re-export prevention making sure exported material in 100% authentic The following describe the desired VMS capabilities: Configuration Management Auto Program New/Existing Cameras Bulk firmware upgrade Automatically find, assigns and address certain IP cameras to the network Technology Web Based Health Monitoring Dashboard Real-time device and workstation offline/online health monitoring that is color coded (green/red) Customizable view to show real-time map-based monitoring with ability to drill down into specific locations Real-time pie-charts to show operational percentage by site and total system overall Real-time alerts w/sound to notify when devices go down/up, with email notification Role-Based permissions (e.g. System Admin, Emergency Operations Center (EOC), Audit, Centralized Area Surveillance Center (CASC), local user, etc.) Day/Week/Month Statistics on all networked devices (e.g. camera distribution, bandwidth/storage usage) History logs to show date/timestamp for device up/down time and duration Ability to generate customizable outage reports and export to PDF If outage occurs, displays who to call/email Automated and customizable email/text alerts for outages Ability to add custom floor plans Metadata support ONVIF Compliant H.264,MJPEG, MPEG-4, MPEG-4ASP, MxPEG Integrates with all make/models of cameras Centralize device management across all sites on one cloud-managed platform Smart building with Map Function Remote Monitoring Enterprise camera licensing Centrally managed, distributed sites Adaptive Streaming Flexible event rule engine Hardware accelerated video decoding for video motion NVIDIA Support for live video play without recording storage Edge storage and scalable video Quality Recording Unlimited Video Archiving Blurring and masking Mobile Applications On premises and cloud based recording Museum Search Analytics License plate readers Wrong way technology Built in Video Motion Detection Third-party application integration and support for video analytics PART 4: CURRENT SYSTEM: The current system consists of the DHS approved system components described below. It should be noted that this is a rapidly growing enterprise requiring continuous cycles of technical refresh and upgrades. A desktop application based ViconNet 6.x-8.x Video Management System used for video surveillance installed in Windows 10/11 operating system using mainly Dell desktop workstations. At the date of posting, 7,919 analog and 8,849 IP cameras of various makes and models and 3,145 microphones have been deployed to 374 CBP locations. Sensor feeds are transmitted over the local area network to a total of 705 NVRs. There is currently a total of 4.2 petabytes of storage. There are 6,107 authorized users that currently access 981 workstations. There are currently 13 operating Centralized Area Surveillance Centers (CASCs) with a possible expansion to additional centers. This highly reliable enterprise solution performs at 99%+ operational availability. PART 5: OPPORTUNITY: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. BSDP is seeking information from potential contractors that can provide a new VMS for the existing system’s architecture of CAVSS. Note: Small Business Concerns are encouraged to provide responses to this RFI to assist CBP in determining potential levels of competition available in the industry. The following items are key BSDP objectives: Ability to provide a new VMS while allowing use of the current VMS during the migration period. Map based health dashboard with ability to drill down to specific locations. Minimize the introduction of additional hardware required to implement the new VMS. Robust Health Monitoring and alerting is a major requirement. Ease of implementing 3rd party analytics. On premises and cloud-based video recording. PART 6: RESPONSES REQUESTED: Contractors capable of performing the BSDP/CAVSS requirement should respond as follows to this RFI: Provide the Name of Contractor capable of performing the BSDP/CAVSS health monitoring support and services requirements (include subcontractors). Explanation of how your company will deploy a new VMS while maintaining the ability to utilize the current VMS during the transition period. 6b. State hardware and licensing requirements to implement your VMS solution. 6c. Provide a Rough Order of Magnitude to procure and implement your VMS solution. 6d. Provide a Rough order of Magnitude of the annual maintenance cost of your VMS solution. 6e. State qualifications and experience your company has supporting program/cyber security requirements on a nationwide scale as denoted herein. PART 7: INSTRUCTIONS AND RESPONSE GUIDELINES: RFI responses are due prior to the close of business (3:30 PM EST) on or before 1 August 2024, shall be limited to a total of 20 pages including the cover page: (pages; size is limited to 8.5 x 11 inches, 11-point font, with 1-inch margins in Microsoft Word format).
