(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN intends to award a Purchase Order (PO) for the procurement of Canine Veterinary Services with Kenneling for the Office of Field Operations, San Juan, PR. It is required that all offerors submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the Solicitation and SOW. (3) The solicitation number is 70B03C25Q00000111 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, Items I-III. The associated North American Industrial Classification System (NAICS) code for this procurement is 541940 with a small business size standard of $10.0 million. (4) This procurement is a total set aside for small business. All qualified, responsible sources may submit an offer that shall be considered by the agency. Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the quoter who provides the best value with technical capability being more important that past performance, and technical capability and past performance, when combined, being more important than price. (5) The place of performance shall be the quoter’s facility located within twenty-five (25) miles driving distance of the Luis Munoz Marin International Airport, Airport Rd., Carolina, Puerto Rico, 00979. (6) The period of performance for the PO shall be a twelve (12) month base period, plus four (4), twelve (12) month options to extend the PO, exercisable the Government’s discretion, as set forth in the SOW. (7) Quoters shall complete, sign, and submit (a) the SF 18 and any published amendments; (b) a completed copy of the attached Price Quote and Information Form (PQIF); (c) a Technical Capability Statement (TCS) as described on the PQIF, and (d) Past Performance Reference Information, as described on the PQIF. Evaluation of technical capability may also include a site visit to the veterinary office and kenneling facility if CBP is not already familiar with the facilities. Past performance will be evaluated using references or Government databases. If no past performance information is available, a neutral rating will be assigned.
