Original RFQ text: (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN intends to award a Purchase Order (PO) for the procurement of five (5) designed, built, equipped, and delivered Emergency Response Trailers for Office of Field Operations, delivered FOB Destination to the Field Offices located at New Orleans, LA, Miami, FL, San Juan, PR, Houston, TX, and Atlanta, GA. It is required that all offerors submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the Solicitation and SOW. (3) The solicitation number is 70B03C24Q00000406 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 333924 with a small business size standard of 900 employees. (4) This procurement is a total set aside for small business. All qualified, responsible sources may submit an offer that shall be considered by the agency. Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the quoter who provides the best value after tradeoffs, with technical capability and past performance, when combined, being more important than price. (5) The place of performance shall be the quoter’s facility, with delivery of two demo trailers to the New Orleans, LA, Field Office, and the five (5) finished trailers to the locations set forth in the SOW. (6) The delivery date for the PO shall be within 90 days After Receipt of Order (ARO) for the two demo trailers, and delivery of the finished trailers within 180 days ARO to the five (5) locations in the SOW. (7) Quoters shall complete and submit the SF 18 and any published amendments; a Price Proposal (no page limit) and a Technical Capability Statement (TCS)(20 page limit). The TCS should address quoter’s capability to meet the requirement of the SOW and details of relevant prior experience. Past performance will be evaluated using Government databases and experience, so no additional information is required to be submitted. (8) Any questions related to this solicitation shall be submitted no later than 4:00 p.m. ET on September 16, 2024, The quote package shall be submitted no later than 4:00 p.m. ET on September 18, 2024.
