(1) This combined synopsis/solicitation for commercial items and services is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes only the solicitation; quotes are being requested and a separate written solicitation will not be issued. (2) The solicitation number is 70B03C24Q00000347 and is issued as a Request for Quote (RFQ). The solicitation documents and incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2024-03. This RFQ is set aside 100% for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 336212 with a small business size standard at 1,000 employees. (3) This procurement is subject to Federal Acquisition Regulation (FAR) 8.402. All qualified, responsible contractors may submit quotes in accordance with the provision at FAR Section 52.212-1, and the additional instructions set forth herein. Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting purchase order shall be awarded to the offeror who provides the best value to the Government, after tradeoffs. Technical Capability and Past Performance is more important than price. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Procurement Directorate, intends to award a Purchase Order (PO) for the procurement of Commercial Items meeting the specifications set forth in the attached STATEMENT OF WORK (SOW). It is required that all quoters submitting a quote review the attached SOW to review all requirements. All quoters submitting a quote shall be required to meet the requirements found in the SOW. (5) Price: Quoters shall submit a price quote utilizing the price quote template, attached to the solicitation. (6) Past Performance: Quoters shall complete the attached past performance form. (7) Quoters shall submit the (1) completed and signed SF-18, (2) completed price quote template, (3) completed past performance form, and (4) technical capabilities package with detailed car hauler specifications via email at amoz.j.samuel@cbp.dhs.gov no later than 08/23/2024 at 5:00 p.m. ET. Please reference the solicitation number when sending quotes via email. (8) Any questions concerning this solicitation, including requests for an extension, shall be submitted via email to amoz.j.samuel@cbp.dhs.gov no later than 08/21/2024 at12:00 p.m. ET. All quotes shall only be submitted via email at amoz.j.samuel@cbp.dhs.gov. Late questions may not be answered. (9) Delivery shall be in accordance with the Statement of Work. (10) The following documents are attached to this combined synopsis/solicitation: Statement of Work, Price Quote Template, and the Past Performance Form. Amentment 1 to Solicitation: This amendment requires the vendors to submit a technical capabilities package with detailed car hauler specifications.
