This procurement is to award a 12-month indefinite delivery/indefinite quantity (IDIQ) contract for Canine Kenneling in accordance with request for quotation (RFQ) 70B03C24Q00000213 (03C24Q0213) which includes the statement of work (SOW). Supplier quotations will be submitted in two separate documents sent to Kirk Hunt at kirk.w.hunt@cbp.dhs.gov. Quotation documents must be compatible with Microsoft Word/Excel or viewable in Adobe Acrobat. Documents must not exceed 5 megabytes in total file size. The two documents, as separate documents, are: 1) Pricing Quotation, and 2) Technical Quotation (an explanation of offeror’s ability to satisfy the statement of work). Technical quotations are limited to a maximum of 3 letter-sized pages. The Government intends to evaluate quotations and award without negotiations with offerors, but reserves the right to conduct negotiations if the Contracting Officer determines them to be necessary. The offeror’s initial quotation should contain the offeror’s best price and delivery, plus include a complete and concise technical quotation (maximum 3 pages). Supplier quotations will receive a best value evaluation, per the evaluation section of the RFQ. The Government intends to make a single award resulting from this solicitation to the responsible offeror whose quotation represents the best value after evaluation in accordance with the solicitation. Award may be made to other than the highest technically evaluated offeror. Award may be made to other than the lowest priced offeror. The term of the awarded contract will be for 12-months. This solicitation is 100% set aside for small business. NAICS 541940, size standard $10.0 million per year revenue, applies to this requirement.
