(1)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2)The solicitation number is 03C23Q0237 and is issued as a Request For Quotes(RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 561710 with a small business size standard of $15.5 million. (3)This procurement shall be set aside 100% for small business. All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value to the Government after tradeoffs. The Government will consider price, technical capability, and past performance, with technical capability being more important than price. Performance shall be at the U.S. Customs and Border Protection (CBP) facilities located in Ramey Sector, PR, as set forth in the attached STATEMENT OF WORK. (4)The Department of Homeland Security, CBP, Indianapolis, IN intends to award a Purchase Order (PO) for the procurement of Pest Control Services. It is required that all offerors submitting a quote review the attached STATEMENT OF WORK to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the STATEMENT OF WORK. (5)CBP requires all offerors to complete and submit the SF 18, and any amendments, technical capability statement, attached Price Quote Form, and past performance references, as described in Section III.13 General Instructions. (6)Offerors shall submit their Quote, including the signed SF 18, amendments (if required), and attached Price Quote Form, on or before 4:00 p.m. ET on August 3, 2023 via email only to colin.a.colgan@cbp.dhs.gov. Any questions shall be submitted via email only to the same email address no later than July 31, 2023 at 12:00 p.m. ET. Government responses to questions, along with the question itself, may be published through an amendment so that all interested offerors will have access to the same information. No site visits will be offered. Any questions concerning the scope of work should be submitted prior to the question deadline. (7)Period of performance for the PO shall be one (1) base year, plus four (4) one-year options to extend the PO as set forth in the STATEMENT OF WORK. The anticipated start date is in August 2023.
