(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The solicitation number is 70B03C21R00000002 and is issued as a Request for Proposals (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 711219 with a small business size standard of $12.0 million. (3) This procurement is unrestricted. All qualified, responsible sources may submit proposals in accordance with the provision at FAR Section 52.212-1, and the additional instructions set forth herein. Offerors are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value to the Government, after tradeoffs. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Procurement Directorate, intends to award a contract for the procurement of a Professional Sports League Marketing Sponsorship. It is required that all offerors submitting a proposal review the attached STATEMENT OF WORK (SOW) to review all requirements. All offerors submitting a proposal shall be required to meet the requirements found in the SOW. (5) Technical Capability: Offerors shall demonstrate their technical capability to complete the requirements in the SOW through an oral presentation described in the instructions herein, by Government Technical Evaluation Team. (6) Past Performance: Offerors shall explain their recent and relevant past performance through an oral presentation described in the instructions herein, by a Government Technical Evaluation Team. Recent projects are those that are either ongoing or completed within the last three (3) years. Relevant projects are those that are similar to those required by the SOW. Offerors should be prepared to discuss, at a minimum, the: - Date of Contract - Type of Contract - Dollar Value of Contract - Period of Performance - Description of services provided - Name, email, and telephone numbers for point of contact references. (7) Price Schedule: Offers shall submit a price schedule in Excel format in accordance with the instructions provided herein. (8) Offerors shall submit the documents required in accordance with the instructions herein, including the signed SF 33, cover letter, and completed Price Schedule, to donna.r.mcmullen@cbp.dhs.gov and colin.a.colgan@cbp.dhs.gov no later than 12/24/2020 at 5:00 p.m. ET. All questions and documents shall only be submitted via email to the above addresses. Offerors will then be contacted to schedule the oral presentations, most likely to occur within a week or two after the submission deadline. (9) Period of performance for the contract shall be a twelve (12) month base period, with four (4), one year option periods, as follows: Base Year 1/1/2021 – 12/31/2021, Option Year 1 1/1/2022 – 12/31/2022, Option Year 2 1/1/2023 – 12/31/2023, Option Year 3 1/1/2024 – 12/31/2024, Option Year 4 1/1/2025 – 12/31/2025.
