(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) The solicitation number is RFQ 03C20Q0154 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89. The associated North American Industrial Classification System (NAICS) codes for this procurement is 561720 (Custodial), 561730 (Grounds MX & Snow Removal), 562111 (Trash/Waste) and 561710 (Pest Control) with a small business size standard of $38.5 million. (3) This procurement shall have a total small business set-aside. All qualified, responsible sources may submit an offer that shall be considered by the agency. Offerors are advised that they are responsible for obtaining amendments. The resulting contract shall be awarded to the offeror who provides the lowest price technically acceptable. FOB destination shall be Champlain, NY. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Indianapolis, IN intends to award a contract for the procurement of Building Operational Services to include Custodial, Land/Grounds Maintenance, Snow Removal, Trash/Waste Removal, and Pest Control Services. It is required that all contractors submitting a quote review the attached STATEMENT OF WORK to review all requirements. All contractors submitting a quote shall be required to meet the requirements found in the STATEMENT OF WORK. (5) Past Performance (for Responsibility Determination): Offerors shall submit reference summaries for not more than three relevant projects. Relevant projects are those that are similar to those requested in this contract. All references should be either ongoing or completed within the last three (3) years. The relevant project summaries shall include the following information, not to exceed (1) page per project: - Project Name - Date of Contract - Type of Contract - Dollar Value of Contract - Period of Performance - Description of services provided - Name, email, and telephone numbers for points of contact An offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance (neutral evaluation) during the responsibility determination.
