End edit*** This pre-solicitation notice is issued for the High Energy Rail Inspection system procurement for U.S. Customs and Border Protection (CBP). The requirements for the proposed action will include production and installation of high energy rail systems as well as maintenance, warranty, and training on those systems. The intended procurement will be an Indefinite Delivery, Indefinite Quantity contract with a total contract ceiling of $379 million. The proposed contract would include a five year ordering period. Order under the proposed contract can include up to ten years of options. The solicitation is expected to result in multiple awards. The acquisition is subject to the Trade Agreements Act. Therefore, one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The planned solicitation includes certain sustainability requirements from the Federal Acquisition Regulation including: 52.223-9, 52.223-11, 52.223-12, 52.223-15, 52.223-16, 52.223-17, 52.223-18, 52.223-20, and 52.223-21. This intent for this procurement is for a full-and-open competitive solicitation for commercial items. Therefore, all responsible sources may submit a proposal that will be considered by CBP. The solicitation will be subject to the rules of Federal Acquisition Regulation Parts 12 and 15. This acquisition will use a Statement of Objectives. Vendors will be required to submit a Performance Work Statement and Quality Assurance Surveillance Plan as part of their proposal submissions. To assist vendors in preparing for the solicitation release, a DRAFT of the solicitation has been attached to this announcement. The solicitation release is expected during or after the week of June 24, 2019. It will be released under this announcement. CBP intends to award one or more contracts under this solicitation by September 30, 2019. Vendors may submit questions about this notice or the attached documents to the point of contact above.
