(1)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2)The Department of Homeland Security (DHS), Customs and Border Protection (CBP), U.S.Border Patrol, intends to award a Purchase Order (PO) for the procurement of Rhino Lining Equipment and Consumables, brand name or equal, in accordance with the STATEMENT OF WORK (SOW). It is required that all offerors submitting a quote review the attached SOW to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the Solicitation and SOW. (3)The solicitation number is 70B03C19Q00000272 and is issued as a Request for Quotes(RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 326150 with a small business size standard of 750 employees. (4)This procurement shall be set aside 100% for small business. All qualified, responsible sources may submit an offer that will be considered by the agency. Offerors are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the lowest price that is technically acceptable, with past performance evaluated for a determination of responsibility.The delivery location and place of performance for training shall be the location specified in the SOW. (5)Offerors shall complete and submit the SF 1449, and an attached Price Quote Form, on or before the deadline of the RFQ, September 16, 2019 at 4:00 p.m. ET, via email only to colin.a.colgan@cbp.dhs.gov. Any questions about the requirement shall be submitted via email only to the same email address no later than September 13, 2019 at 1:00 p.m. ET. Government responses to questions may be published through FBO as an amendment to the solicitation so that all interested offerors will have access to the same information. (6)Period of Performance: Delivery shall be within thirty (30) days after date of award. The Government shall have four options to order consumables as set forth in the Statement of Work within one (1) year.
