(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), U.S. Border Patrol, Detroit Sector, intends to award a Purchase Order (PO) for the procurement of Firing Range Services. It is required that all offerors submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All offerors submitting a quote shall be required to meet the requirements found in the Solicitation and SOW. (3) The solicitation number is 70B03C19Q00000152 and is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 713990 with a small business size standard of $7.5 million. (4) This procurement shall be set aside 100% for small business. All qualified, responsible sources may submit an offer that will be considered by the agency. Offerors are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the lowest price that is technically acceptable including past performance. The place of performance shall be the offeror’s facility located within 15 miles of Marysville Station, 2600 Wills Street, Marysville, MI 48040, as set forth in the attached SOW. (5) Offerors shall complete and submit the SF 1449, attached QUOTE form, and attached TECHNICAL AND PAST PERFORMANCE form on or before the deadline of the RFQ, July 10, 2019 at 1:00 p.m. ET, via email only to colin.a.colgan@cbp.dhs.gov. Any questions about the requirement shall be submitted via email only to the same email address no later than July 8, 2019 at 1:00 p.m. ET. Government responses to questions may be published through FBO as an amendment to the solicitation so that all interested offerors will have access to the same information. (6) Period of performance for the PO shall be a twelve (12) month base period, plus four (4), one-year options to extend the PO, as set forth in the SOW.
