The purpose of this synopsis is to notify industry that a sole source contract action is intended to be awarded to Sintela, Inc. under the authority of 41 U.S.C. 3304(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1. This sole source contract award shall be made on or after May 15th, 2020. U.S. Customs and Border Protection, United States Border Patrol; requires Lifecycle Support Services for Linear Ground Detection System (LGDS) commerical technologies recently procured under the Department of Homeland Security Commercial Solutions Opening Pilot Program (National Defense Authorization Act (NDAA 880) for Fiscal Year 2017, Title VIII, §880 (Public Law 114-328)). Sintela, Inc. is the original equipment manufacturer to the recently procured LGDS systems, which Sintela shall provide services such as installation, commissioning, training, and contractor maintenance logistics support under a resulting contract. These ancillary services are necessary for the operation of the LGDS technology to be delivered under the Commercial Solutions Opening Pilot Program contract previously awarded. Via this notice, it has been determined, and is in the Government’s sole discretion not to compete this contract action. This synopsis does not constitute a solicitation, however all responsible sources that believe they can meet all of the requirements may submit a capabilities statement, which shall be considered. Interested parties shall be required to provide a capabilities statement which would demonstrate how they can potentially meet the requirements described above. This requirement is not for the acquisition of commodities/products. In accordance with FAR 6.305(a), a Justification as required by FAR 6.303-1, shall be made publically available within 14-days post contract award.
