This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will only be issued upon receipt of a non-disclosure agreement (NDA) provided with this announcement as Annex A from interested parties who are already established in the business of collecting agricultural samples. In order to receive the solicitation, interested contractors must email the Contracting Officer with these minimum requirements: 1. Completed and signed Annex A - Non-Disclosure Agreement (NDA). NDA instructions: a form is required from ALL individuals who will have access to the RFQ documents and must be legally signed (wet signature or official electronic signature). 2. UEI number and evidence of SAM registration showing business size as small, under NAICS code 541990. 3. Proof of United States owned and incorporated company. 4. A 1-page capabilities statement to include evidence of experience analyzing cotton and providing related support services.. The Government will make an award resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is the most advantageous to the Government. This acquisition is set aside for small businesses only, and the North American Industry Classification System (NAICS) code is 541990 and has a size standard of $19.5M. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2024-03 effective 02/23/2024. The Government intends to award a firm-fixed price purchase order. Quote submissions shall be received no later than September 25, 2024, 9:00AM EST, to richard.m.kirby@cbp.dhs.gov.
