This is a Combined Sole Source Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and a written solicitation will not be issues. 2. The United States Coast Guard (USCG) Special Missions Training Detachment-East intends to negotiate a Sole Source Firm Fixed Price (FFP) to ROCO Rescue INC, 7077 Exchequer Dr, Baton Rouge, LA 70809. 3. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13.The purpose of this acquisition is to award a sole source Firm Fixed-Price Purchase Oder to ROCO Rescue INC. for Tactical Confined Space and Container Access training. Only one source is capable of providing the training at the level of quality required because the unique and highly specialized. The Tactical Confined Space and Container Access training provided by ROCO Rescue is the only one authorized by United States Coast Guard (USCG). This notice serves as both a synopsis of the requirement and public notice of the USCG’s intent to sole source. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not complete this proposed requirement based upon responses to this noticed is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice. Written responses to this notice shall be sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. All responses to this posting must be in writing via the https://beta.sam.gov. By February 1, 2023 Time: 1100 EST and reference no. 62200PR230000027. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with ROCO Rescue INC, as the only source and delivery order will be issued without any additional notices being posted. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The U.S. Coast Guard (USCG) is responsible for managing the training, education, and development of programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Combined Sole Source Synopsis/Solicitation is to obtain the required services/supplies at ROCO Rescue INC, aboard Special Missions Training Detachment-East Chesapeake, VA and provide highly proficient training to all required USCG personnel.
