This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 (Effective Date: 02/23/2024). This procurement is a 100% Total Small Business Set-Aside and the associated North American Industry Classification System (NAICS) Code is 562991 with Size Standard is $9.0M. Product Service Code: J047. 5. The United States Coast Guard (USCG) Academy is located at 15 Mohegan Avenue, New London, CT 06320 and this will be the Place of Performace. 6. Decription: Service is to replace Pump house control, alarm panel & 1 Sewage pump located on USCG Academy at the Pump House. ALL work shall be completed in accordance with the Scope of Work attached in this notice. 7. Requirement: Site Visit shall be performed prior to submission of bid. Written offers shall reflect date stamp of site visit on quote. No exceptions. Contractors accessing Base shall have a valid driver's license, registered vehicle, insurance e.g. No exceptions. 8. Service Contract Act Wage Determination No. WD 2015-4111_ (Rev.26) was first posted on www.wdol.gov on 01/05/2016, applies to this acquisition and will be incorporated into the resulting contract. The contractor shall identify the Wage Category in their offer. Now SCA determination are found on SAM.gov | Wage Determinations (home page). 9. All quotes shall specifiy detailed information within the propsed offer. In addition, other attements included or other revelant data to this notice will need to be specific and clear. Award Criteria - The Government intends to select for award the one responsible quote which conforms to the Bidding Requirements and Buy Terms in the auction, proposes a price that is fair and reasonable, and provides the Lowest Priced, Technically Acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award. 11. The Government will award a Firm-Fixed Price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. 12.
