The design and performance criteria are outlined in the Statement of Requirements. The United States Secret Service (USSS) requires the establishment of a multi-year Indefinite Delivery Indefinite Quantity (IDIQ)contract for the acquisition of 7.62MMx39 blank training ammunition. The ammunition shall be commercially available and be compatible with the AK-USA Model KR-103 rifle (equipped with blank firing adapter (BFA)). The ammunition to be acquired shall be suitable for use in the Agency’s operational and training weapons and environmental conditions. The USSS has identified a need for up to $1 million in blank rounds throughout the life of this contract. Proposals shall be submitted in two sections, Technical Proposal and Price Proposal Technical Proposal. U.S. Secret Service requires the submission explanation addressing all the requirements detailed in the Specifications and Descriptions. Technical proposals shall include a full description of all ammunition being submitted for evaluation, complete with all specifications and performance characteristics. For this acquisition, the manufacturer must list any commercial warranty being offered for the ammunition. The offeror’s warranty will be incorporated into the contract. Two (2) copies of the technical proposal are to be submitted. One copy shall accompany sample rounds and one copy shall be submitted with the Price proposal. Product Sample: each offeror shall provide an initial sample of 1000 rounds of the ammunition for which they are submitting a proposal for testing by the Secret Service. All samples shall be clearly marked to indicate Offeror’s name, solicitation number, ammunition Lot number, and contract line-item number (CLIN) to which it applies. Any unmarked samples will be rejected as unresponsive and will not be tested.
