This is a solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6 and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 52800PR250000082 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01. The United States Coast Guard has a requirement for engineering services to complete an antenna inspection located at the Navy Transmit Facility in Barrigada, Guam. This notice serves as a Request for Quotation (RFQ) in support of this requirement. The clearance level for this requirement is: Unclassified. The Facility clearance level is: None Please see the attached documents for deliverables and previous site reviews. The anticipated award date is on or before 15 February 2024. The period of performance is Date of Award – 90 days. The inspection is anticipated to take two weeks or less. The associated North American Industrial Classification System (NAICS) code for this procurement is 541330 Engineering Services. The Product Service Code (PSC) is N059 Installation of Equipment – Electrical and Electronic Equipment Components. The task order resulting from this solicitation will be issued as a FIRM FIXED PRICE task order. The award will be made to the Offeror submitting the lowest priced quotation, that conforms to the Statement of Work and has the lowest reasonable Total Firm Fixed Price. Only qualified offerors may submit bids. In addition to the attached Open Market Provisions and Clauses, the following clauses apply to this solicitation: HSAR 3052.204-71 Contractor Employee Access HSAR 3052.204-71 Contractor Employee Access Alt II HSAR 3052.209-72 Organizational Conflicts of Interest All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. EDT on 31 January 2025. Submit written offers only, oral offers will not be accepted. This RFQ requires registration with the System for Award Management (SAM) at the time a quote is submitted, excluding outlined in FAR 4.1102(a). Registration information can be found at http://www.sam.gov. UNIQUE ENTITY IDENTIFIER (UEI) NUMBER, FEDERAL TAX IDENTIFICATION NUMBER, CAGE CODE and any valid Government contract number must be included in response. All proposals submitted shall include cost breakdown, unit price, extended price, payment terms and discount offered for prompt payment.
