The U.S. Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) has a need to establish an annual service maintenance contract for its DSX electronic access control and ancillary equipment located at C5ISC Portsmouth. The US Coast Guard, C5I Service Center, intends to solicit and award under the authority of FAR 13.106-1(b) to the offeror that meets the requirement of providing DSX Inc certified labor technicians in accordance with the attached Statement of Objectives. C5ISC Portsmouth requires DSX Inc certified labor technicians in the area local to C5ISC Portsmouth, as the equipment is proprietary and requires DSX Inc labor technicians to maintain the security system. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. EDT on 15 SEPTEMBER 2023. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The anticipated award date will be on or before 30 SEPTEMBER 2023. Actual Period of Performance will be stated on the purchase order, if an award is made. The purchase order resulting from this solicitation will be issued as a FIRM-FIXED PRICE and TIME & MATERIALS purchase order on the basis of lowest price, technically acceptable. The award will be made to the responsible offeror whose offer, conforming to the solicitation, and meeting all specified requirements within the Statement of Objectives, will be the most advantageous to the Government. Offerors are required to hold a SECRET Facility Clearance. UNIQUE ENTITY IDENTIFIER (UEI) NUMBER, FEDERAL TAX IDENTIFICATION NUMBER, AND CAGE CODE MUST BE INCLUDED. Please include any Government Contract Numbers, if applicable. However, the Government reserves the right to enter into exchanges if deemed necessary by the Contracting Officer.
