This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 5280023PR0001507 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This solicitation is for full and open competition under the associated North American Industrial Classification System (NAICS) code 611710, Educational Support Services, with a small business standard size of $24.0. No set-aside. Only qualified sellers may submit bids. This solicitation is issued as a Request for Quotation (RFQ). This RFQ is for Navsea Cableway Training session for 20 participants at USCG facilities in Portsmouth, VA. All training is to be provided in accordance with (IAW) the below items and the Statement of Work and Provisions and Clauses detailed in the attached Request for Quote document. LINE ITEM: 0001, 1 each 5-day Navsea Cableway Training session for 20 participants. Training is held at USCG facilities in Portsmouth, VA during one of the potential date blocks identified in the period of performance. This includes travel, shipping of materials for the class, class materials, and labor in accordance with the Statement of Work. Place of Performance: C5I Service Center- USCG ESD-RFCB, 4000 Coast Guard Blvd, Portsmouth VA 23703, Annex 4 Lunchroom. Period of Performance: Please note the Government only requires 1-Each, 5 Day Training Course Required. Three potential Course Dates: • August 7th – August 11th, 2023, • August 21st-25th 2023, OR • September 11th-15th 2023. The task order resulting from this solicitation will be issued as a FIRM-FIXED PRICE purchase order. The award will be made to the Offeror submitting the lowest priced quotation. The closing date and time for offers is 18 July 2023 at 3:00PM ET. Email quotes are acceptable and may be e-mailed to the POC Ann Leuters, Contract Specialist, ann.m.leuters@uscg.mil and Contracting Officer, Mark Rushing, Mark.a.rushing@uscg.mil. Late submissions will not be accepted. The Government will first review the quotes for completeness/compliance (everything required to be submitted has been submitted). If a quote is found to be incomplete/non-compliant, it will be removed from the evaluation process and it will not be further evaluated. Then the Government will list the remaining quotes by price, lowest to highest, and will begin the technical quote evaluation with the lowest priced Offeror. Upon finding the Offeror who meets the requirements listed in this RFQ (to include all attachments), the Offeror’s price will be evaluated for reasonableness. If the first quote evaluated is technically acceptable with a price that is reasonable, evaluation will stop. If the first quote evaluated is either not technically acceptable or has a price that is not reasonable evaluation will continue. Once the lowest reasonably priced, technically acceptable quote is found evaluations will stop. In accordance with FAR 4.1201, offerors and quoters are required to complete electronic annual representations and certifications in SAM accessed via https://www.sam.gov as a part of required registration. All registrants are required to review and update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM.
