This is a Combined Synopsis/Solicitation for commercial product prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and a written solicitation will not be issued. The Solicitation number 52100Q220000148 is issued as a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. This Combined Synopsis/Solicitation requires registration with the System for Award Management (SAM) at the time a quote is submitted, excluding outlined in FAR 4.1102(a). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06. This procurement is a 100% Total Small Business Set-Aside in accordance with FAR Part 19. The associated North American Industry Classification System (NAICS) Code is 332313, Plate Work Manufacturing with a size standard of 750 employees. The Product Service Code: V231 – Buoys. The Contractor shall provide all material, equipment, labor, facilities, supervision, tools, transportation, and other items or services necessary for the fabrication and delivery of polyurethane foam-filled, unlighted, steel river buoys to various USCG locations. Buoys will be fabricated in accordance with the U.S. Coast Guard Ocean Engineering Specifications No.455, Revision F, and related specifications and drawings (see attachments). Costs for first article testing should be incorporated into unit prices. Interested parties should submit bids inclusive first article testing costs, buoy costs, and shipping as well as examples and validation of past performance. The Basis of Award will be made on the evaluation of price, technical acceptability, and past performance. Other than the lowest priced quote may receive the award.
