This is an urgent U.S. Coast Guard requirement for fuel oil tank cleaning and inspection aboard USCGC BEAR in accordance with the attached SOW, to be awarded as a firm-fixed-price purchase order under simplified acquisition procedures. Performance will occur at USCGC BEAR (WMEC-901), 4000 Coast Guard Blvd, Portsmouth, VA 23703-2135, during September 21–24, 2026, with the actual period not to exceed four days after coordination with the vessel POC. The opportunity is a total small business set-aside, and interested vendors must provide detailed pricing/cost breakdown, product/service details, warranty information, and have an active SAM.gov registration. Some technical data is marked Distribution Statement D and is not publicly posted, so vendors needing it must have active U.S./Canada Joint Certification Program (JCP) certification and request access through a Government-approved method outside SAM.gov. Award will be based on best value to the Government considering specification, price, past performance, and quality, and an all-or-none award is possible.
