Unable to remove port windlass wildcat from wildcat drive shaft utilizing conventional techniques employed for 270A windlass disassembly. Contractor expended 97k lbs of force attempting removal, this exceeds what is normally required. Port anchor windlass wildcat cannot be removed from anchor windlass drive shaft by conventional means. Without removing wildcat, contractor cannot disassemble to extent necessary to complete requirements per spec. Attempted to conduct requirements of 3.3.5.2 with negative results. Weight bag and dynamometer were attached to anchor and filled to 4020 lbs with brand brake set the wildcat disengaged, brake held for approx 1.5 minutes. Contractor observed brake slip and anchor and chain ran slowly approx 2 ft before complete failure and chain was stopped on chain stopper. Contractor did not proceed with additional weight testing. MECPL gave IPF authorization to troubleshoot. Upon further investigation, the U-joint pin leading to the break pad assembly sheered. A roll pin was recovered and replaced with a solid key stock per drawing. SF op tested brake at pier by disengaging wildcat with the pelican hook attached. U/w brake test failed. The anchor slipped while the hand brake was engaged, and was caught by the cats paw.
