USCGC GRIESSER Troubleshoot/Repair #1 MDE Coolant Leak This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This solicitation is issued as a Request for Quote Number 52000PR220018093. This number is for tracking purposes only. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 332321. THE UNITED STATED COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT: The contractor shall provide pricing for the troubleshooting/repair of CGC GRIESSER’s #1 MDE. This work item describes the requirements for the Contractor to troubleshoot, inspect and repair ALL coolant leaks on #1 Main Diesel Engine with USCG personnel assistance. A. REQUIREMENT: 1. The vendor will provide all tools, cleaning agents, and test equipment required to troubleshoot ALL coolant leaks and repair as needed on GRIESSER’s #1 Main Diesel Engine. Report must be submitted to PBPL once the issue has been determined and prior to start of repairs. Contractor shall repair #1 MDE A5 cylinder by renewing the cylinder liner and supplied cylinder head. Complete pressure test of #1 MDE to look for and repair any other coolant leaks found. This shall be done via borescope or any method deemed appropriate by onboard technician. All known coolant system failure points shall be inspected for leaks or signs of leaks and repaired. Coolant pH and concentration shall be tested by the contractor upon arrival and coolant brought into required/recommended range for BMDE. Upon completion of any and all discrepancies found, a minimum four hour full power trail will be conducted to evaluate BMDE for performance issues and coolant leaks. A CFR shall be submitted reporting any discrepancies. Full power trials will be conducted with CG personnel IAW MPC A15005.0 with a full data extract conducted for analysis. Contractor shall draft a final report with the condition of BMDE in regards to work performed and way forward if work cannot be completed. 7. Dates: 19May - 29May 2022 Location: San Juan, PR Time: No specific hours. Work will be coordinated with CG personnel. 8. Interested Vendors shall demonstrate past performance providing this material. Vendor shall submit past performance info/documentation with the quotation for a technical review. NOTE: The USCG/Government reserves the right to Award on an All or None Basis that is the Government may issue a Purchase Order (PO) to the Offeror that submits the lowest aggregate price rather than issue a Purchase Order to each Offeror on the basis of the lowest Quotation on each item. As stated below, the provision at FAR 52,212-2, Evaluation-Commercial Items-applies with the following addenda: Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5. 1.
