Statement of Work Room and Security Fence Work at EARLE April 29, 2019 1.Introduction This requirement is to provide a Security Cage to accommodate and maintain a safe FEMA workspace environment for staff to Building C-54 at Naval Weapons Station EARLE, in Colts Neck, NJ. 2. Instructions to bidders A. Bidders are requested to submit an estimate for work as described in the "Summary of Work" (SOW) below. The estimate shall include the cost of all labor, materials, equipment rentals, etc. as required to complete all work as described in the "Summary of Work" or as reasonably inferred. B. A mandatory site visit will be conducted on Friday, May 3rd, 2019 at 9:00 AM, EST. Contractors will provide a list of attendees by Wednesday, May 1st, 2019, 4:00 PM, EST. C. Deadline for proposal submission is Wednesday, May 8th, 2019 at 4:00PM, EST. Questions will be accepted until Monday, May 6th at 4:00PM, EST. D. Before submitting a proposal, maximum 10 pages, and drawings, the bidders shall carefully examine and visit the site and check existing conditions. The bidders will utilize the Earle Floor Plan (PDF document supplied by FEMA) as a tool in locating mechanical equipment. The Earle Floor Plan identifies the approximate location of all spaces. Should the bidders find discrepancies in or omissions from the scope of work listed below, bidder shall notify the contract officer, who will send written instruction all bidders regarding this discrepancy or omission E. The contractor is to submit a schedule outlining task and dates for project completion. F. The contractor is to submit product data and finish samples for approval prior to application or purchase. G. Proposals shall include the contractors DUNs number and confirm registration with SAM.gov with proposal. H. Location Naval Weapons Station Earle 201 New Jersey Route 34, Bldg. C-54, Colts Neck, NJ 07722 Please Note: Security Information for NWS Earle: Naval The Weapons Station Earle's security performs a background check on all personnel entering the Naval Base. Driver's must be U.S. citizens and are required to present a valid driver's license, vehicle registration, and proof of insurance. All vehicles, exterior and interior, will be thoroughly inspected by base security. I. This should be in a clear and concise form, permitting ease of discussion. THE CONTRACTOR SHALL PROVIDE AN ALL INCLUSIVE (EQUIPMENT, SUPPLIES AND LABOR) FOR ADDITIONAL WORK AS REQUIRED AND AT LOCATIONS REQUESTED BY FEMA. J. All bidders shall use the Service Contract Act wage determination No.: 2005-2351 for Monmouth County, NJ. 3. Security cage in warehouse (Bldg. C-54) • Remove existing fence (APO Cage) and all upright poles with the exception of one "fixed pole" (marked) • Using existing Fence Materials and Poles realign fence as follows • New metal stud wall to be clad in 5/8" sheetrock. 4" metal studs to be placed 16" o.c. or as required to guarantee structural stability. Walls to receive batt installation. • FROM FIXED POLE - In straight line, directly under the edge of the mezzanine above • Extend Fence approximately 7 feet to new pole location • Space an approximate 4 foot opening for person pass thought gate. (Existing gate materials) • Extend Fence from the opposite side of the people opening continuing with pole spacing as required to a point approximately 44 feet. • Create a right angle, install poles as required and fencing back towards the existing concrete wall, just west of the sink. There will be no gate in this location • Affix at the person gate the necessary mounting plates necessary for the installation of Security Lock (electronically opened by FEMA Authorized PIV badge. DISC Warehouse has such a locking system between the office and warehouse) • Purchase any existing fence and poles as required to complete project • Discuss with Fence Company trade in value of large rolling gate that will no longer be required • New wood countertop 6'-0" long and 1" thick. • New through wall compact air conditioning unit
