The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Sector Western Alaska and U.S. Arctic Region for a comprehensive analysis of the national maritime transportation system (MTS) needs in the Arctic region of Alaska. The objective is to gather national and international Arctic-minded experts that include government, operators, academics, industry, and Arctic Natives to identify risks, opportunities, and recommendations for advancing and modernizing the MTS in the Arctic. The vendor will be the University of Alaska Anchorage, 3211 Providence Drive, Anchorage, AK 99508, UEI DZFJT2KH9C43. This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The contractor has been working collaboratively with the Coast Guard for several years to research and compile data for this analysis and assessment. Use of another vendor would require delays in obtaining the analysis and assessment and duplication of effort that would entail substantial financial investment not overcome through competition. USCG Sector Western Alaska and U.S. Arctic Region, Anchorage, AK will be the procuring entity for this effort. Performance will be located at Anchorage, AK 99508. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 541690. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 13 Sep 2024, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
