Justification for Other than Full and Open Competition Simplified Acquisition Threshold The United States Coast Guard, Surface Forces Logistics Centers, Long Range Enforcer - Contracts & Procurement Branch 2, Oakland, CA anticipates awarding SOLE SOURCE procurement to American Vulcan Corporation. 1. Vulcan engine/shaft coupling 2G17R5000M RATO-R membrane asbly 1 (EA) American Vulcan Corporation is the OEM for these parts. Required delivery date: All items to be delivered on or before 31 MARCH 2019. Vendor will provide all parts listed in the Schedule. NAICS Code # 238220 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on/before 0800 AM PST XXXX will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. American Vulcan Corp. The replacement part is one item of a flex coupling assembly that was designed by American Vulcan Corp. and approved by the USCG. No other replacement parts are known to be compatible for use with this coupling assembly. The flex coupling assembly has been configured and approved through the USCG. No other versions or part numbers may be used as a substitute without prior approval through the TCTO process. Impact Statement (describe the impact on the mission or property) The Government would be faced with a design change via the CG22 Engineering Change process which would create unacceptable delays. If the Coast Guard doesn't utilize OEM Certified parts, the unit would risk failure of the cutter's starboard side propulsion system. The parts listed in PR# 2019859A19 have a 14 week lead time and must be procured as soon as possible to mitigate risk of complete system failure. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable: No other variant of the listed part number has been approved for use with this equipment. The vendor has the proprietary rights to this equipment and is the only one that supplies the parts; they do not have distributors. •10. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.
