The FEMA Office of the Chief Component Human Capital Officer (OCCHCO) uses FedHR Navigator to document several processes and reporting, including onboarding, personnel actions, recruitment, retirement, performance management and awards for all FEMA employees. FedHR Navigator is a web?based enterprise HR system. It automates all aspects of Federal human resources management and is designed to meet the requirements of the Human Resources Line of Business Shared Service Center. FedHR Navigator provides simultaneous and online access to agency managers, employees, and HR staff for functions that include on?boarding, retirement calculation and benefits, personnel action processing, awards, performance management and the review and staging of documents for a Front?End System Interface (FESI) files that agencies transmit to NFC and filing in the electronic official personnel folder (eOPF). Use of FedHR Navigator has allowed FEMA to integrate many human capital processes into one electronic system eliminating the paper process and provide real?time reporting capabilities.
