No solicitation pa... Sole Source Justification NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. USCG Airstation Elizabeth City intends to award a sole source award to PALaviation to furnish: Hanger and office space rental (See attached J&A) This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement by 01/25/2020 at 10:00am. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. Scope of Work Air Station Elizabeth City is requesting the following services from 1Feb2020-31Aug2020 at St. John's, NL to support the International Ice Patrol. A Hangar equipped to fully support the dimensions and maintenance requirements of an HC-130J Super Hercules aircraft is needed. Canadian Armed Forces needs to have access to this Hangar so they can tow aircraft onto the ramp. Fuel, ground power unit, maintenance check stand, and tow bar need to be readily accessible at all times. The Hangar needs to have a heated, locked office for the International Ice Patrol team to allow the temporary installation of at least 2 USCG.mil computers and additional storage for sensitive military gear. In addition, the Hangar space needs amenities to include parking for four SUV's and a heated flight planning space with computer access.
