SPECIFICATIONS FOR KWIGILLINGOK RIVER ENTRANCE BUOYS 1. Provide all labor and materials to fabricate, moor, maintain on station, and remove twelve single drum type buoys in the Kwigillingok River Entrance in accordance with these specifications. Set the buoys on 01 June 2020 or as soon thereafter as ice conditions permit, and remove them on 15 October 2020 or earlier if ice conditions require. The buoys shall be installed by a competent person who has local knowledge of the location of the most desirable channel for the largest vessels that transits the area. Moor the buoys in positions that best mark that channel. 2. Moor the buoys with a mooring system of sufficient size and strength to insure that the buoys remain in position and allow for the maximum tide and swell combination. 3. Freshly paint all buoys before installation. Number and mark with Coast Guard furnished numerals and retro-reflective tape, as shown on the enclosed drawing "Standard Oil Drum Buoy, Minor Aid", CGD17 Drawing L-1615, Sheet 1. a. Use six buoys to mark the right hand side of the channel entering from seaward. Paint them bright red (Federal color 11350). Number them 2, 4, 6, 8, 10, and 12 with numbers increasing from seaward. Mark each with red retro-reflective tape. b. Use six buoys to mark the left hand side of the channel entering from seaward. Paint them green (Federal Color 14193). Number them 1, 3, 5, 7, 9, and 11 with numbers increasing from seaward. Mark each with green retro-reflective tape. 4. Replace on station within 72 hours of discovery, any buoy that is destroyed, lost, dragged, or otherwise removed from its established position. Use a buoy of the same color and markings. If the buoy cannot be replaced within the 72 hours specified, notify the Seventeenth Coast Guard District Office of Waterways Management at (907) 463-2262 during normal working hours, or call the 24 hour Duty Officer in Juneau at (907) 463-2000. When the buoy is restored to its proper position, promptly notify the Coast Guard again. 5. Partial payments for this contract will be made as follows: a. 50% for fabricating and installing the buoys at the beginning of the navigation season, and making notification. b. 50% for maintaining and removing the buoys at the end of the navigation season, and making notification. 6. When the buoys are installed at the beginning of the season, the contractor will perform the following tasks: a. Within 24 hours, notify the Seventeenth Coast Guard District Office of Waterways Management by telephone at (907) 463-2262 or the 24 hour Duty Officer in Juneau at (907) 463-2000. b. Mark the locations of the buoys on the Coast Guard furnished charts of the area and post one copy in a suitable public place in Kwigillingok. c. Request payment of the contract price by sending each original invoice to the Coast Guard Finance Center at the following address or by submitting electronically at https://www.fincen.uscg.mil/webinvoices/webinv_start.htm : Commercial Invoices USCG Finance Center 1430A Kristina Way Chesapeake, Virginia, 23326 e. Send a copy of your invoice and a copy of the chart showing the location of the buoys to the Seventeenth Coast Guard District Office of Aids to Navigation at the following address: Commander (dpw) Seventeenth Coast Guard District PO Box 25517 Juneau, AK 99802-5517 Attn: CATON 7. When the buoys are removed the contractor will perform the following tasks: a. Within 24 hours, notify the Seventeenth Coast Guard District Office of Waterways Management by telephone at (907) 463-2262 or the 24 hour Duty Officer in Juneau at (9O7) 463-2000. b. Request your final payment of 50% of the contract price by sending the original invoice to the Coast Guard Finance Center at the address listed in paragraph 6.d. above. c. Send a letter to the Seventeenth Coast Guard District Office of Waterways Management advising the Coast Guard that the buoys have been removed. Include a copy of your invoice with your letter. Send this letter to the address given in paragraph 6.e. above.
