The United States Coast Guard (USCG) intends to solicit and award on a sole source basis under simplified acquisition procedures in accordance with FAR Part 13.106(b)(1) to AEROWING INC for one Helitest Wing Kit and associated training for testing the fuel tank and fuel bladders on the HC-130J in support of the HC-130J transition to Air Station Barbers Point, Hawaii. AEROWING INC is the original equipment manufacturer (OEM) of the Helitest Wing Kit and has not sold the manufacturing, technical data, specifications, or drawings to any other vendor or the United States Government (USG). The USCG engineering community has determined the AEROWING INC Helitest Wing Kit is the only component that satisfies USCG requirements. There is no form-fit and function substitute that works in this application without redesigning the entire Helitest Wing Kit. This is not a request for quotes. A solicitation package will not be issued.
