This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6 as supplemented with additional information included with this notice. This notice constitutes the ONLY SOLICITATION. Price Quotes are being requested and a written solicitation WILL NOT be issued. This solicitation 70Z084-20-Q-PXW022 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated Provisions and Clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03. FAR clauses and provisions are available via internet address: https://www.acquisition.gov. This RFQ is being solicited as SET ASIDE SMALL, WOMEN-OWNED, SERVICE-DISABLED VETERAN OWNED, HUBZONE, SMALL DISADVANTAGED VETERAN-OWNED, businesses etc. The North American Industry Classification System is 335931 and Small Business Size Standard is 500 Employees. ITEM(S) DESCRIPTION and QUANTITIES are as indicated and shall be provided in accordance with attached Statement of Work (SOW): Line Item #0001, Range Power Box, 100 ea. F.O.B: Destination: U.S. Coast Guard Warehouse, Surface Forces Logistics Center (SFLC), 2401 Hawkins Point Rd., Receiving Room, Bldg. 88, Curtis Bay, MD 21226 SAM Registration: Interested parties should register in the System for Award Management (SAM). Information on SAM registration can be obtained at https://www.sam.gov/portal/public/SAM. Please contact SAM Service at 866-606-8220 for questions/problems regarding SAM registration. Federal Acquisition Regulations (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offeror-Commercial Items (JUN 2020), 52.212-2, Evaluation-Commercial Items (OCT 2014). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforming to this solicitation will be MOST advantageous to the Government, Price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement and (2) Past Performance (please provide at least 3 current references, Points of Contacts, Telephone Numbers, and the Types of contract Supplies that have been satisfactorily completed), 52.212-3, Offeror Representations and Certifications-Commercial Items (JUN 2020) and 52.214-21 Descriptive Literature (APR 2002). Federal Acquisition Regulations (FAR) Clauses that applies to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2018), 52.212-5, Contract Terms and Conditions Required to Supplement Statues or Executive Orders-Commercial Items (JUL 2020) applies as follows: paragraph (a) (1),(2),(3),(4),(5), (6) and (b) (8), (27), (28), (29), (30), (35), (44), (48), (49), and (58). In compliance with the said clauses, the following additional FAR Clauses 52.252-2, Clauses Incorporated by Reference (Feb 1998) as part of and apply to the RFQ: 52.247-32, F.O.B. Origin, Freight Prepaid (Feb 2006), and 52.247-34, F.O.B. Destination (Nov 1991).
