This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This combined synopsis/solicitation is expected to result in award of a Firm Fixed Price, contract for commercial services for Hoisting Vessels Services as described under the attachment titled “Statement of Work Statement” (SOW). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The contract will have a period of performance of 01 Oct 2022 thru 30 Sep 2023. This solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) Number 2022-07 Effective Date 08/10/2022; HSAR Parts Effective Date 3/11/2021. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). The Provisions at 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services and 52.212-2 Evaluation-Commercial Products and Commercial Services and applicable addenda are included in the attachment titled “ Terms and Conditions”. The clauses 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services and applicable addenda and clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services are included in the attachment titled “ Terms and Conditions”. Vendor is not to exceed the amount listed on this contract without the written authorization of the Contracting Officer. SUBJECT TO THE AVAILABILITY OF FUNDS (FAR 52.232-18) All quoters must ensure to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. No paper copies of this solicitation are available. All vendors are recommended to review the sam.gov frequently for any updates/amendments to the solicitation. All quoters must currently be registered in the System for Award Management (SAM) at https://www.sam.gov and the Online Representations and Certifications Application must also be current. Evaluation Process: Lowest Price. All quoted prices are to be provided in the attachment titled “Price Schedule”. The lowest price quote will be evaluated on lowest price. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. SUBMISSION OF QUESTIONS All Questions shall be submitted to martina.fiore@uscg.mil, no later than 5:00PM Mountain Time on 09/22/2022. Only written questions will be accepted. It is requested that all questions be combined into one Microsoft Word document per Quoter. For any questions or requests for clarifications received after this date and time, the government reserves the right not to respond. Clarifications may require a formal Amendment to this RFQ. Regardless of when posted, all answers to questions not involving discussion of proprietary information will be answered via formal amendment to the RFQ and provided to all Quoters. If the government issues an Amendment to the RFQ, quotations must acknowledge the Amendment(s), to be considered responsive to the RFQ. Any information given to a prospective quoter concerning this solicitation will be furnished promptly to other prospective quoters as an amendment to the solicitation.
