DHS/CBP anticipates a requirement for three dual-purpose patrol canines in support of its Office of Training and Development, delivered to the Border Patrol K9 Center at 11617 Iron Soldiers Way, El Paso, TX 79916; CBP may procure additional canines based on fund availability. The requirement is a 100% small-business set-aside under NAICS 112990, with a firm-fixed-price purchase order and a best-value, phased evaluation covering breed conformance, availability, open CBP orders, past performance, price, and CBP medical/physical/behavioral canine evaluation. The top-ranked offeror will receive a purchase order for the full quantity and must deliver the quoted canines to CBP for evaluation, bearing all transportation and retrieval costs. Canines that fail CBP evaluation will not be accepted and must be removed within 7 days of notification at contractor expense; if no presented canines pass, CBP may terminate for convenience and resolicit.
