CBP seeks quotes for 17 untrained detection canines for the Border Patrol K9 Center in El Paso, TX, with an option for additional canines based on fund availability. This is a 100% small business set-aside (NAICS 112990, size standard $2.75M) that will result in a firm-fixed-price purchase order using a best-value tradeoff evaluation. The evaluation is phased: Phase I requires breed conformance and an availability date within 60 days of the estimated purchase order date; Phase II ranks offerors on open orders, past performance over the previous three years, and price; Phase III is a pass/fail medical, physical, and behavioral evaluation of canines delivered to the El Paso location. The contractor bears all transportation costs for shipment and retrieval and must remove rejected canines from the CBP location within 7 days of notification. If no canines pass evaluation, CBP will terminate the purchase order for convenience and resolicit.
