The RFQ seeks up to 33 detection canines for CBP's Border Patrol K9 Center in Front Royal, Virginia. This is a 100% small business set-aside, with a firm-fixed-price purchase order anticipated under FAR Part 12/13. Offerors must propose canines meeting the specified breeds and be able to make them available within 60 days of the estimated purchase order date. Evaluation uses a phased approach: pass/fail breed and availability, then trade-off of open order status, past performance, and price, followed by a pass/fail physical/behavioral evaluation at the Front Royal facility. Contractors are responsible for all transportation costs and must retrieve any non-accepted canines within 7 days of notification.
