The evaluation uses a phased tradeoff approach: Phase I is pass/fail based on breed conformance and a canine availability date of 60 days or sooner from the estimated purchase order date. Phase II ranks offerors by open order status, past performance, and price, with the top-ranked offeror receiving a purchase order for Phase III—a physical, medical, and behavioral evaluation of the canines at CBP’s location (contractor covers all transport costs). Any canines that fail evaluation must be removed within 7 days, with the contractor bearing return expenses; if none pass, CBP may terminate the order for convenience.
