A solicitation is anticipated to be posted around or about June 1, 2023. BACKGROUND U.S. Customs and Border Protection (CBP) defends America’s borders against all threats while facilitating its economic stability by securing our nation's border by land, air, and sea. As we perform our complex duties in challenging environments and address the threats to the safety of our nation, we must not lose sight that our own health and safety is vital to the success of our mission. CBP, Occupational Safety and Health (OSH) Division has set the standard for all federal law enforcement agencies by incorporating the highest practical levels of safety into everything we do. Every member of the organization is expected to actively take part in helping to support a culture of safe and healthy work practices. In this effort, CBP, OSH office routinely collects air, wipe, bioaerosol (mold) and some small bulk material samples to protect the health of CBP employees, contractors, and the public. This occurs on an irregular and sometimes emergency basis to identify occupational exposures for health and safety hazards. CBP OSH needs a reputable, responsive, and accredited laboratory to provide sample media and sample media analysis for its industrial hygiene field projects. The work is broad spectrum, so it now needs an efficient analytical lab to provide the testing that cannot be performed at CBP facilities. CBP will need to rent industrial hygiene equipment as needed because CBP does not have all the industrial hygiene required. This work cannot be performed by CBP’s own laboratory services because they are not accredited by American Industrial Hygiene Association to perform the analysis. 2.0. SCOPE This statement of work is for an industrial hygiene analytical laboratory contractor (hereinafter referred to as the “Contractor”) to provide a broad range of sample media, industrial hygiene field support and sample media analysis and report of this analysis to CBP. The Contractor shall be accredited by the American Industrial Hygiene Association, (AIHA), to perform all analysis. The Contractor shall work directly with CBP OSH staff to coordinate analysis and payment. The Contractor shall maintain accreditations from American Industrial Hygiene Association Industrial Hygiene Laboratory Accreditation Program (IHLAP), Environmental Lead Laboratory Accreditation Program (ELLAP), and Environmental Microbiology Laboratory Accreditation Program (EMLAP). 3.0. PERIOD/PLACE OF PERFORMANCE: The period of performance shall be for one (1) Base Year of 12 months from time of award and four (4) 12-month option periods. Place of Performance: The place of performance shall be performed at an accredited laboratory facility under this procurement. GENERAL REQUIREMENT 5.1 The industrial hygiene laboratory must be accredited by the American Industrial Hygiene Association (AIHA) Laboratory Accreditation Program, LLC in the Industrial Hygiene Laboratory Accreditation Program (IHLAP), Environment Lead Laboratory Accreditation Program (ELLAP) and Environmental Microbiology Laboratory Accreditation Program (EMLAP). 5.2 Contractor shall provide all industrial analytical laboratory analysis in accordance with Occupational Safety and Health Administration (OSHA) Sampling and Analytical Methods(https://www.osha.gov/dts/sltc/methods/toc.html) , National Institute for Occupational Safety and Health (NIOSH) Manual of Analytical Methods (http://www.cdc.gov/niosh/docs/2003-154/) , and Environmental Protection Agency (EPA) method collections Collection of Methods | US EPA 5.3 The industrial hygiene laboratory must be able to provide US EPA TO-15, 6 Liter summa canisters for industrial hygiene sample collection of airborne compounds. The industrial hygiene laboratory shall mail these canisters to any address in the territorial United States at CBP’s request. 5.4 Equipment calibration services shall be performed to National Institute of Standards and Technology (NIST) traceable specification and performed to appropriate American National Standards Institute (ANSI)/International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) specifications. 5.5 The contractor shall deliver Drager, Gastec, Nextteq, or brand name equivalent, detector tubes for purchase and compatible detector tube pumps for rental. The contractor method of delivering rental equipment is discretionary to locations within the Territorial U.S. CBP will return the rental equipment to the Contractor as agreed in the rental agreement. 5.6 The contractor shall provide common industrial hygiene sampling media required to collect samples that the contractor shall analyze. CBP will contact the Contractor by e-mail, phone or provide information online to order the media. The contractor shall ship the equipment to CBP anywhere in the territorial United States. CBP will mail the media back to the contractor for analysis. 5.7 The Contractor shall provide a Certified Industrial Hygienist (CIH). The CIH shall be certified according to the qualifications of the American Board of Industrial Hygiene to consult and discuss the limitations of analytical testing methods necessary to accomplish the industrial hygiene sampling work. The Contractor’s Certified Industrial Hygienist shall be available Monday through Friday between the hours of 9 a.m. and 3 p.m. Eastern Standard Time excluding federal holidays. The Contractor shall provide one customer service representative to serve as the primary point of contact. The customer service representative shall coordinate payment, media ordering, analytical report delivery and any other issues that arise. The Contractor’s customer service representative shall be available Monday through Friday between the hours of 9 a.m. and 3 p.m. Eastern Standard Time excluding federal holidays. 5.8 The tables below describe common industrial hygiene analytical analysis, sampling media/supplies, equipment calibration, and estimated shipping cost. The tables are limited examples to show expected analytical analyses, media/supplies, and equipment and represent example service requests. SPECIFIC TASK AND DELIVERABLES Task One: Compliance. The contractor shall ensure that all analysis is performed in compliance with all applicable Occupational Safety and Health Administration (OSHA)Sampling and Analytical Methods (https://www.osha.gov/dts/sltc/methods/toc.html), National Institute for Occupational Safety and Health (NIOSH) Manual of Analytical Methods (http://www.cdc.gov/niosh/docs/2003-154/), and Environmental Protection Agency (EPA) method collection Collection of Methods | US EPA The contractor shall provide sampling media within 5 business days of submitted request. The contractor shall provide rental equipment that meets calibration requirements along with associated sampling media within 5 business days of submitted request. The contractor shall provide rental equipment including associated sampling media and accessories as needed. The contractor method of delivering rental equipment is discretionary to locations in the territorial U.S. CBP will return the rental equipment to the contractor at the end of the rental term. Rental equipment will be returned to the contractor with associated samples for analytical analysis and charged at the agreed upon rental rate. Rental equipment includes: personal sampling pumps, personal sampling pump primary calibrators personal sampling trains to include media holders quantitative respirator fit testing equipment sound level meters noise dosimeters appropriate noise calibration instruments particle counters light meters portable photo-ionization detectors area heat stress monitors indoor air quality monitors. The contractor shall ensure that all equipment is calibrated in accordance with National Institute of Standards and Technology (NIST) traceable specification and performed to appropriate American National Standards Institute (ANSI)/International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) specifications. The contractor shall provide hardcopy equipment calibration NIST certifications enclosed with each piece of equipment and shall contact the CBP designated point of contact to discuss options for failing equipment or equipment that will no longer be serviced, prior to making any repairs or replacements. Task Two: Communication: Analytical Sample Results Report and Equipment Calibration Certification. The contractor shall submit electronic reports that shall include, the type of sample analyzed, the analytical testing protocol used, the sample number, the sample collection date, the analytical detection limit, the sample volume collected, the analytical results prescribed in the published analytical sampling protocol. The reports shall be submitted on official contractor’s letterhead to the CBP industrial hygienist that submitted the samples for analysis. Task Three: Analytical Analysis Deliverable. All analytical work performed by the contractor, including submittal of all required data reports shall be completed with a standard 5 business day turn-around-time (TAT). In the event of an expedited analysis of less than 5 days, a CBP industrial hygienist will contact the Contractor by e-mail or telephone to notify the Contractor of the expedited analysis and document the samples to the lab for analysis. the Contractor shall provide the directory of services. The laboratory analysis methods that require more than 5 business days to perform shall be clearly identified in the directory of services. 7.0. GOVERNMENT-FURNISHED EQUIPMENT/INFORMATION No government equipment will be furnished. SECURITY There is no classification needed for this requirement. TRAVEL Travel is not required to support the tasks identified in the SOW.
