The purpose of Amendment One (1) to solicitation ID 20133282 is the following: Upload questions and answers document Upload revised Statement of Work (SOW – Amendment 1). The carpet style number and color number in section 3.2a have been corrected to 54796 and 96106 respectively. All other solicitation terms and conditions remain unchanged. _______________________________________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number is 20133282 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This requirement is being solicited as an open-market total small business set-aside. The associated NAICS code for this procurement is 238330 (Flooring Contractors) with a small business size standard of $16.5M. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), El Centro Sector (ELC) has a requirement to replace carpeting in the Prosecution Office (#108) located at 211 West Aten Road Imperial, CA 92251. The selected contractor shall be responsible for removing all existing carpet and wall base in office 108 and replacing with new product as specified in accordance with the attached Statement of Work (Solicitation Attachment 1). This solicitation includes a MANDATORY SITE VISIT in order for prospective quoters to take the necessary inventory, measurements, dimensions, and other pertinent information that will allow for the development of a proper quotation. With the exception of any vendor who has already visited the site for this requirement during the pre-solicitation/market research period, vendors submitting a quotation without attending the site visit will not be considered for award (i.e., will receive a non-responsive rating for quotation). SEE SOLICITATION ATTACHMENT 4 FOR FURTHER INFORMATION AND SITE VISIT DETAILS INCLUDING RSVP INSTRUCTIONS. The deadline for receipt of quotations for this requirement is: Friday, July 22, 2022 at 2:00pm Pacific Time (PT). Quotation submissions must be submitted by email only to Contracting Officer Benjamin Dorgan at: benjamin.j.dorgan@cbp.dhs.gov Subject line of the email should read: 20133282 Quotation Submission: USBP El Centro Carpet Replacement. Interested quoters must submit any questions concerning the solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly by email to the quotation submission point of contact as indicated above. No phone calls please. Questions not received by the question submission deadline of: Wednesday, July 20, 2022 at Noon PT may not be considered. Each quoter must provide any relevant NON-PRICE responses (e.g. technical quotation, product specifications, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. A quoter must submit sufficient information for a technical evaluation to be made by the Government to determine if the quoter's quotation meets the minimum requirements of the SOW. The Contracting Officer is not responsible for acquiring any additional information. If description/technical data/specifications are not sufficient to make a technical acceptance decision, the quotation may be determined technically unacceptable. AWARD CRITERIA: Quotations that do not respond to all requirements in the solicitation may be rejected without further evaluation, deliberation, or discussion. The Government reserves the right to award without discussions. The Government contemplates award of a Firm-Fixed Price Purchase Order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government and whose quote is the Lowest Priced Technically Acceptable (LPTA). The quote with the lowest evaluated price will be evaluated for technical acceptability. Only if that quote is found to be technically unacceptable will the evaluation proceed to the quote with the next lowest evaluated price. This process will continue until the lowest priced technically acceptable quote is found. For this solicitation, the evaluation factors are: TECHNICAL AND MANAGEMENT APPROACH (non-price), PAST PERFORMANCE (non-price), and PRICE.
