PRE-SOLICITATION NOTICE The Department of Homeland Security, U.S. Customs and Border Protection (CBP), intends to issue a Request for Proposal (RFP) for a firm fixed price (FFP) contract for the Air Interdiction Agent (AIA) Training Aircraft Platform for Air and Marine Operations (AMO). The RFP will be issued as a small business set aside. The NAICS code will be 532411. The anticipated contract period will be for a base year and four option years. AMO has a requirement for the lease of fixed wing aircraft located in the South West Region (SWR) to train CBP law enforcement agents with low flight hours and a commercial pilots license to meet the requirements to become an Air Interdiction Agent (AIA). The contractor shall provide operationally capable aircraft in accordance with 14 Code of Federal Regulations (CFR) Part 23 to support training of CBP Pilots In Command to achieve required flight hours for needed for proficiency and certification. Aircraft shall be provided to support pilots at 2 different locations: Laredo, TX and McAllen, TX. The contractor is responsible for all maintenance, storage, equipment, and all other associated costs. This notice is neither a request for proposal nor an invitation for bids.
