The U.S. Customs and Border Protection, Air and Marine Operations (AMO), Aviation Operations has been integrating the General Atomics MQ-9 into its aviation asset mix since 2012. As is typical of organizations adopting new technologies, especially when there is limited history of similar technologies preceding the addition, CBP has experienced challenges related to procedures, practices and standardization across operational locations. Convergent Performance, LLC has conducted specific Aircraft Safety training courses for AMO over previous years and have been instrumental in the implementation of various training protocols across AMO programs including MQ-9 efforts. Most recently AMO has experienced some unforeseen instances with the MQ-9 execution which requires additional support to further assess, analyze and report on continuous improvement opportunities. The general scope of the requirement entails program-specific reporting efforts to include but not limited to: Determining the symptoms of program problems and their impact on the future of the program. Conducting Root Cause Analysis (to identify possible causes) Testing for validation until root cause(s) is determined. While CBP recognizes industry-wide capabilities to deliver such services, it is imperative at this time that this effort be supported by a vendor that possesses historical and institutional knowledge of the current safety measures being executed within the MQ-9 safety environment. Convergent Performance will support AMO’s MQ-9 team to re-assess current activities and develop possible solutions and implementation plans to attain a greater level of operational effectiveness throughout its MQ-9 environment. It should be further noted that this requirement is not intended to revamp existing or implement brand new training practices/curriculum in AMO. Rather, it is simply a follow-on effort to address ongoing safety and operational effectiveness enhancements to which this vendor originally contributed. Therefore, retaining a vendor with this extensive program familiarity is in the best interest of the Government to minimize the risk of compromising current safety measures. The Government intends to solicit and negotiate directly with Convergent Performance, LLC. This notice of intent is not a request for competitive proposals. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to brice.winston@cbp.dhs.gov prior to the closing date of this notice. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by May 14, 2021 at 4:30 PM ET, an award will be made to Convergent Performance, LLC. The anticipated award date is May 21, 2021.
