END OF AMENDMENT #1 _____________________________________________________________________________________ INTRODUCTION Solicitation Number: 20119995 Title: Koroseal Wall Covering - USBP-Yuma Sector NAICS: 238320 – Painting and Wall Covering Contractors PSC: 5640 – Wallboard, Building Paper, and Thermal - Insulation Materials SB Size Standard: $16.5 million Set-aside: Total Small Business Magnitude of Construction: Between $25,000.00 and $100,000.00 This is a combined synopsis/solicitation for commercial product and installation services prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.105, as supplemented with additional information included in this notice. It is issued as a Request for Proposal (RFP) with incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2020-08. This announcement constitutes the only solicitation action; proposals are being requested and an additional written solicitation will not be issued. This requirement is a Total Small Business set-aside, and only qualified offerors may submit proposals. Offerors are required to identify their company’s business size and certify that they hold the applicable NAICS code. Offer Submissions: Must be received by the Contracting Officer (CO), Micky L. Hallman (email: Micky.L.Hallman@cbp.dhs.gov) no later than xxxxxx xx, xxxx / x:xx P.M. EDT, in order to be included for further consideration. Question Submission: At their earliest convenience, interested offerors must submit any questions concerning the solicitation directly to the CO, at the email identified above, in order for the agency to respond prior to solicitation closure. No questions will be accepted after xxxxxx xx, xxxx / x:xx P.M. EDT. Time of receipt of proposals and questions will be determined by the government’s email receipt time. It is the quoting firm’s responsibility to ensure this is done according to the restrictions identified below. DESCRIPTION OF REQUIREMENT U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), Yuma Sector (YUM) requires a contractor who has the capability to procure and properly install Koroseal MAG-RITE Walltalkers Projectable + Magnetic + Writable Wallcovering (Product Code: M2PR – Matte White) onto eight (8) office walls within the USBP-Yuma Sector Facility. Contractor/vendor shall exercise technical direction and control of the safety, labor, equipment, materials, machinery, transportation, delivery, testing, and/or travel as applicable and necessary, for the satisfactory completion of the requirements outlined within the attached Statement of Work. INSTRUCTIONS FOR THE PREPARATION OF PROPOSALS CBP will conduct a streamlined evaluation of all proposals received prior to the solicitation closure and that have been determined to be responsive. CBP reserves the right to award a purchase order without further communication and exchange; therefore, each response to this request should contain the Offeror’s best pricing, terms, and conditions. Proposals must be prepared in accordance with these instructions and provide all required information in the format specified. The required format is designed to ensure submission of information essential to the understanding and comprehensive evaluation of the offeror’s proposal. Failure of an offeror to comply with these instructions may be grounds for exclusion of the proposal without further consideration. Any exceptions taken with respect to the clauses in the solicitation shall be noted. For the purpose of facilitating exchanges, for every instance where the offeror does not propose to comply with or agree to a requirement, they shall propose an alternative and describe its reasoning theretofore. Pursuant to applicable regulations and guidelines, this solicitation requires registration within the System for Award Management (SAM) prior to submission of proposals. Due to restrictions on the size of email that can be received, ensure that all emails submitted are less than 10MB. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Offeror submissions must be in separate attachments that clearly indicate what is being provided. The Government reserves the right to disregard any additional attachments without notification to any offeror. Proposals MUST be good for 45 calendar days after close of solicitation. Terms and Conditions, to include all technical evaluation / award criteria are located within the attached Provisions and Clauses Document. Complete procurement and installation requirements are outlined within the attached Statement of Work. Each offeror shall include in its proposal submission a fully burdened and itemized pricing document that includes the final (i.e., aggregated) cost to the government. Failure to comply with this term may result in the offeror being determined as non-responsive. In addition to providing pricing information for this solicitation, each offeror shall provide required, NON-PRICING responses as follows: Technical Proposal (6 pages maximum) identifying the process / methodology supporting completion of the procurement and installation requirements outlined within the Statement of Work; management capability and effective strategy; and key personnel and professional qualifications (i.e., Staffing Plan). Past Performance Information (3 pages maximum): Information, within the past 3 years, regarding completion of same or similar work indicated by requirements outlined within the Statement of Work. An offeror will not be evaluated favorably or unfavorably on past performance if they have no record of relevant past performance or for whom information on past performance is not available.
