Due to the unprecedented COVID-19 national emergency and urgent quarantine requirements, temporary facilities were erected under an urgent and compelling need at the three geographically separated locations across two southwestern states, which fall under this BPA. Those facilities required immediate support and access to portable toilet and hand wash stations for the health and safety of the detainees held and the staff working within those temporary facilities.
