The Department of Homeland Security (DHS), US Customs and Border Protection (CBP) intends to enter into a Sole-Source, hybrid Firm Fixed Price and Cost Plus Fixed Fee service contract with C Speed, LLC, 316 Commerce Boulevard, Liverpool, NY 13088. This Sole Source Determination is based on the need for life cycle support which includes preventative maintenance, corrective maintenance, system restoration, consigned spares, propane tank refills and wind turbine additions for Air and Marine Operations C Speed Light Wave Radar (LWR). Unscheduled maintenance and coverage for unforeseen circumstances will be on a Cost Plus Fixed Fee basis. The anticipated period of performance is for five years. This requirement will be processed under the authority of 41 U.S.C 253(c)(1) implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and no other Supplies or Services will satisfy agency requirements". The North American Industry Classification System (NAICS) code for this acquisition is 334511. The Government intends to solicit and negotiate directly with C Speed LLC. Mo solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if an interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile or email. Documents over 10 pages total will not be accepted. Verifications of receipt of response are the sole responsibility of the contractor. If no responsive statements are received by July 31, 2019 at 3:00pm EST, an award shall be made to C Speed LLC.
