Notice of Intent to Sole Source: This acquisition will be in support of Department of Homeland Security, US Customs and Border Protection (CBP), Office of Air and Marine. CBP intends to award a Firm-Fixed Price (FFP) contract for the procurement of SkyWave Mobile Communication services for CBP's Air and Marine Operations Center (AMOC) March ARB on a sole source basis to SkyWave Mobile Communication, 750 Palladium Drive, Suite 368, Ottawa, ON, Canada K2V 17C. These services consist of procuring uninterrupted connection from the SkyWave Mobile Communications server to the Unitrac server in the AMOC Riverside, California. The connection will allow the GPS tracking information to be displayed at the Air and Marine Operations Center (AMOC). The satellite airtime provided by SkyWave Mobile Communications will allow the Air and Marine Operations Center (AMOC) on March Arb to continuously receive global positions from SkyWave GPS tracking devices with no loss of information. The anticipated contract will be for one 6 month base year and four 12 month option periods. This requirement will be processed under the authority of 41 U.S.C 253(c)(1) implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and no other Supplies or Services will satisfy agency requirements". Delivery shall be FOB Destination, Riverside, CA. This notice is neither a request for proposal nor an invitation for bids.
