This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document (192121VBA0000434) and incorporated provisions and clauses are those in effect through FAC 2021-06, effective July 12, 2021. This solicitation is issued as a Request for Quote (RFQ) as is 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502 (a). The North American Industry Classification System (NAICS) code is 713990 and the small business size standard $8 million. 2. The Government intends to award a single Firm Fixed Price purchase order for use of a training facility for law enforcement firearms qualifications in accordance with the attached Statement of Work (SOW) (Attachment 1). The contract is going to be a base year plus four one-year options. 3. (Oct 2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Technical Capability. Technical Capability is approximately equal when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Quote Requirements: Quotes must include a narrative that portrays relevance to the SOW, unit and extended prices for all line items, all required Offeror Representations and Certifications (See FAR 52.212-3 Attachment 2), DUNS and Discount Terms, if applicable. 9. ADDITIONAL INFORMATION: Be advised a prospective awardee shall be registered in the SAM database prior to submission of quotes, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
