The U.S. Immigration and Customs Enforcement (ICE) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with the University of Minnesota for the use of the university’s outdoor gun range by ICE Enforcement and Removal Operations St. Paul, MN Field Office. ***** The St. Paul Field Office has a need for firearms training in an outdoor environment in order to perform advanced shooting drills. The facility shall be located within 50 miles of the St. Paul Field Office. The University of Minnesota’s range is the only outdoor range available within 50 miles of the St. Paul Field Office. University of Minnesota Police Department Outdoor Range 2141 158th Street E. Rosemount, MN 55068 Without the use of an outdoor gun range ICE officers would not be able to train in an environment similar to that in which they are often required to work. *****The North American Industry Classification System (NAICS) code for this acquisition is 713990 – All Other Amusement and Recreation Industries with a small business size standard of $8.0 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations.
