**Amendment** This RFQ has been amended to remove page limitations and reduce the requirements for evaluation factors. See attached RFQ Revised 21.08.20. Also, the information previously provided in this Description Section regarding Full and Open conflicts with the information provided in the Classification Section of this posting. Full and Open has been removed from the Description Section. This requirment is a Total Small Business Set - Aside. This response date has been extended to the date listed in the General Informatioin Section. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, 192121CCO21000706, is being issued as a Request for Quote (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The purpose of this requirement is to obtain instructor-led advanced-level legal writing and editing training designed for ICE Office of the Principal Legal Advisor, San Francisco field location (OPLA San Francisco), attorneys. The purpose of this class is to help students organize facts and legal rules and analysis in a succinct and logical way, to deepen their understanding of legal reasoning and writing, and to hone their advocacy skills. The training will primarily focus on analytical and persuasive writing, such as briefs and memoranda. The training incorporates facilitators and/or guest speaker(s) that have personal experience in written advocacy before federal judicial or administrative courts. Training sessions are intended to focus on major skills that legal writers must acquire in order to produce an effective written work product suitable for federal judicial or administrative courts.
