**Amendment** This RFQ has been amended to remove page limitations and reduce the requirements for evaluation factors. See attached RFQ Revised 21.08.20. Also, the information previously provided in this Description Section regarding Full and Open conflicts with the information provided in the Classification Section of this posting. Full and Open has been removed from the Description Section. This requirment is a Total Small Business Set - Aside. This response date has been extended to the date listed in the General Informatioin Section. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, 192121CCO21000705 is being issued as a Request for Quote (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The purpose of this RFQ is to obtain instructor-led Trial Skills training designed for ICE Office of the Principal Legal Advisor, San Francisco field location (OPLA San Francisco), attorneys. The purpose of this class is to help students hone their abilities to effectively question witnesses on direct and cross-examination in the context of Immigration Court removal proceedings held before the U.S. Department of Justice (DOJ) Executive Office for Immigration Review (EOIR). For direct examination, the training should focus on: preparing predetermined questions, maintaining ICE’s overall position, and responding to cross-examination with an effective re-direct examination. For cross-examination, the training will focus on questioning techniques. Training sessions are intended to focus on skills that attorneys must acquire in order to sharpen their advocacy skills for Immigration Court litigation.
