Combined Synopsis/Solicitation Gym Equipment OTHER REQUIREMENT TERMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ) and all businesses are eligible to submit a quote. The resultant contract will be a firm-fixed price contract. (iii) This solicitation document (RFQ) and incorporated provisions and clauses those in effect through Federal Acquisition Circular 2020-06. (iv) This proposed acquisition is 100 percent set-aside for small businesses. This acquisition is open to all small businesses and is issued under NAICS code 423910, Sporting and Recreational Goods and Supplies Merchant Wholesalers. The size standard is 100 employees. For required gym equipment please refer to Attachment 3, Gym Equipment list. The elevators to reach the gym are not anticipated to be completed until December 2020. (See Attachment 1, SOO) (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The need date is 90 days after receipt of order. Place of delivery (San Juan, Puerto Rico (PR) 00901) and acceptance (in accordance with the Prompt Payment Act). (viii) FAR clause 52.212-1, Instructions to Offerors-Commercial Items (Jun 2020) applies to this acquisition. To be considered for award quotes must indicate the correct quantity and items as shown on Attachment 3, Equipment list. A pricing sheet is provided for all contract line item numbers (CLINS), Attachment 6, Price Matrix. Also, contractors must have an active DUNS. Provide your company’s DUNS along with your quote. For all buys other than Exact Match Sellers MUST document what they are quoting for evaluation for award and all items must comply with the salient characteristics listed in the attached document (Attachment 3, Equipment List). Sellers MUST include, extended specs and/or manufacturer name and part numbers (if applicable) by the end date and time of this RFQ. This information is REQUIRED in order for a sellers quote to be deemed 'responsive' and to be considered for award. FAR 52.211?6. (ix) Statement regarding the applicability of the provision at FAR 52.212-2, Evaluation- Commercial Item: clause 52.212-2, Evaluation Commercial Item, does not apply to this request for quote. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Award will be made to lowest price responsive responsible contractor. (x) A statement advising offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items: Offeror’s shall be registered at www.sam.gov in order to be considered for award. (xi) Statement regarding clause at 52.212-4, Contract Terms and Conditions- Commercial Items: FAR clause 52.212-4 applies to this acquisition see Attachment 4, Clauses; (xii) Statement regarding FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items: FAR clause 52.212-5 is applicable to this acquisition. (xiii) Statement regarding any additional contract requirement(s), terms and conditions: Gym equipment is required to meet the requirements identified in: Attachment 3, Gym Equipment list; Attachment 2- Gym Dimensions, and Attachment 1- Statement of Objectives. Also, the provision and clauses in Attachment 4, Clauses, and Service Contract Wages, apply to the request for quote and any future contract award. (xiv) Statement regarding the Defense Priorities and Allocations System (DPAS) rating: The DPAS does not apply to the acquisition.
