Combined Synopsis/Solicitation Audio and Video Equipment Installation OTHER REQUIREMENT TERMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ) and all small businesses are eligible to submit a quote. The resultant contract will be a firm-fixed price contract. (iii) This solicitation document (RFQ) and incorporated provisions and clauses those in effect through Federal Acquisition Circular 2020-07. (iv) This proposed acquisition is 100 percent set-aside for small businesses. This acquisition is open to all small businesses and is issued under NAICS code 334310, Audio and Video Equipment Manufacturing. The size standard is 750 employees. (v) The following list of contract line item number(s), units of measure, quantities, item number, needed by the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Agency, Homeland Security Investigations (HSI), San Juan requires the following items: LINE 0001, Audio Visual Equipment/Supplies: 400 Fernandez Juncos Avenue (See Attachment 2- Equipment list; Tab- 400 Fernandez Juncos) LINE 0002, Audio Visual Equipment/Supplies: SAC Conference Room (See Attachment 2- Equipment list; Tab- SAC Conference 12th Fl) LINE 0003, Audio Visual Equipment/Supplies: Large Conference Room (See Attachment 2- Equipment list; Tab- Large Conference Room 12th Fl) LINE 0004, Audio Visual Equipment/Supplies: Training Room (See Attachment 2- Equipment list; Tab- Training Room) LINE 0005, Installation and Delivery (See attachment 2 for install/delivery locations) (vi) Description of requirements for the items to be acquired: The contractor shall provide audio video equipment with delivery and installation at HSI San Juan in accordance with the Scope of Work (see attachment 1). For required audio video equipment please refer to attachment 2, Equipment list. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The need date is 90 days after receipt of order. Place of delivery (San Juan, Puerto Rico (PR) 00907) (see attachment 2 for complete list of delivery locations) and acceptance (in accordance with the Prompt Payment Act). (viii) FAR clause 52.212-1, Instructions to Offerors-Commercial Items (Jun 2020) applies to this acquisition. To be considered for award quotes must be submitted on the attached price sheet (see Revised Attachment 4- Price Matrix) with prices provided for all contract line item number (CLINS). Also, contractors must have an active DUNS. Provide your company’s DUNS along with your quote. (ix) Statement regarding the applicability of the provision at FAR 52.212-2, Evaluation- Commercial Item: clause 52.212-2, Evaluation Commercial Item, does not apply to this request for quote. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Award will be made to lowest price responsive responsible contractor. (x) A statement advising offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items: Offeror’s shall be registered at www.sam.gov in order to be considered for award. (xiii) Statement regarding any additional contract requirement(s), terms and conditions: Audio Video Equipment is required to meet the requirements identified in Attachment 1, Scope of Work and the salient characteristics listed in Attachment 2- Equipment List. Also, Attachment 3, Service Contract Act Wages for San Juan PR and the provision and clauses in Attachment 5, Incorporated Clauses, apply to the request for quote and any future contract award. For all buys other than Exact Match Sellers MUST document what they are quoting for evaluation for award and all items must comply with the salient characteristics listed in the attached document (Attachment 2). Sellers MUST include, extended specs and/or manufacturer name and part numbers (if applicable) by the end date and time of this RFQ. This information is REQUIRED in order for a sellers quote to be deemed 'responsive' and to be considered for award. FAR 52.211?6.
